4th person arrested in alleged jail smuggling

A fourth person has been arrested and arraigned in a drug-smuggling ring that brought pills and marijuana into the Lucas County jail.

Arrested Thursday and arraigned Friday in Toledo Municipal Court was Richard Wortham, 29, of 1021 N. Ontario St. He is charged with trafficking in drugs, possession of drugs, and two counts of illegal conveyance of drugs into a detention facility. His bond was set at $10,000.

Court documents do not specify Mr. Wortham's alleged role in the operation, which prompted a 10-year Lucas County corrections officer's resignation, but one affidavit states the suspect was with a female co-defendant while she had drugs in her vehicle.

Also accused in the ring are Salina Sosbe, also known as Salina Perez, 29, of 418 Third St.; Jesse Perez, 33, of 1003 Mott St., a jail inmate since May 22 for a robbery case; and corrections officer Michelle Vining, 31, of West Toledo.

Mr. Perez and Ms. Sosbe are charged with drug trafficking and two counts of illegal conveyance. Ms. Sosbe is also charged with aggravated possession of drugs. Both remained in the Lucas County jail in lieu of $15,000 bond, pending court appearances Thursday.

Ms. Vining, charged with illegal conveyance, drug trafficking, and drug possession, was arrested July 20 and has since been released on her own recognizance pending a court appearance Wednesday.

Two co-defendants in Mr. Perez's robbery case pleaded guilty to reduced charges on Thursday, while Mr. Perez is scheduled for trial in that case Monday. His bond amount for that case is $300,000.
