Former IHOP manager pleads guilty to ID theft

A Toledo man who had worked as a manager at the International House of Pancakes restaurant on Central Avenue pleaded guilty Wednesday in federal court to charges stemming from a scheme that involved illegal hiring practices, money laundering, wire fraud, and other crimes at area IHOP restaurants.

Cesar Avila, 38, pleaded guilty before U.S. District Court Judge David Katz to one count each of alien harboring and identity theft. No sentencing date was set.

Avila was one of 18 people indicted last year on charges related to the IHOP restaurants operated by Tarek Elkafrawi of Wood County’s Middleton Township.
