Ohio's unemployment rate was 3.9 percent in April, up from 3.6 percent in March, although the Ohio Department of Job and Family Services that prepares the numbers said it feared they did not fully reflect increased layoffs.

The lowest county jobless rate in the state was 1.5 percent in Delaware County and the highest was 16.2 percent in Morgan County. Locally, the lowest was Hancock County at 2.6 percent and the highest was Huron County at 6.1 percent.
