ACHIEVEMENTS

■ Charles D. Niehaus has been named to the board of directors of First Federal Bank and its holding firm, First Defiance Financial Corp. Mr. Niehaus is managing partner at Niehaus & Associates Ltd., a Toledo law firm.

■ Cooper Tire & Rubber Co. has appointed Mark Chung as vice president of strategy and business development for the Americas. He was most recently director of global marketing for the Filtration Business Unit of Cummins Inc. He previously was director of strategic marketing, corporate strategy, and product marketing for Yokohama Tire Corp.

■ Blue Water Communications, which has offices in Perrysburg and Bradenton, Fla., has joined PR Boutiques International, an collaborative network of boutique public relations firms on four continents. Blue Water, founded in 2006, has extensive expertise in the museum and performing-arts sectors.
