18 visiting students from Germany welcomed to Toledo with proclamation

Mr. Ludeman presented 18 visiting students from the Max Planck Gymnasium in Delmenhorst, Germany, with honorary citizenship proclamations from City Council on Friday at Bowsher, from which Mr. Ludeman graduated.
