Costco addresses only some conditions on its Perrysburg permit request

Costco's special use permit was approved recently by the Perrysburg Planning Commission with six conditions, but the company's revised plan addresses only three of them.

The three unaddressed conditions are enhancing the pedestrian path from State Rt. 25 and Eckel Junction Road, adding a sidewalk and landscaping off the north side of the building, and the amount of signs on the building.

The Costco special use permit public hearing will be Dec. 17 before the city council meeting at 6 p.m. The council can either vote on the permit that night or wait until its January meeting.

Costco, a membership-only warehouse store chain with groceries and other products, proposes to purchase 28 acres and construct a 154,300-square-foot store and accompanying gas station. The site plan shows one entrance off State Rt. 25 and two entrances and an exit on Eckel Junction Road. The store would be adjacent I-475/​U.S. 23, near the northbound exit ramp to Route 25.

Brody Walters, planning and zoning administrator, said revisions submitted by Costco since the commission meeting takes care of some conditions the city panel had. Changing the height of the roof every 100 feet and creating recesses or projections in the side of the buildings are now addressed on the plan.

Costco gave a verbal commitment to add landscaping and mounding on the east side of the property.

Mr. Walters said the enhanced pedestrian path needs landscaping through the parking lot. The path needs to be about 6 feet wide to both Eckel Junction Road and State Rt. 25, which Mr. Walters said will allow people walking to the store not to have to walk between cars. The revised plan put the enhanced sidewalk only on the Eckel Junction side.

The planning commission wants the north side of the building to look the same as the west side, with a sidewalk and some small ground level landscaping next to the building.

Costco's signs are too large and the site plan shows too many signs on the building, according to Perrysburg codes. Mr. Walters said he thinks the city might allow larger signs because of the size the building, but the company's plan has one or two more signs on sides of the building than what is permitted.

"The planning commission approved the special use permit with the assumption these get done," Mr. Walters said. "Will the city council view it as a positive recommendation, or since [the company is] not fixing things, will the recommendation be no longer valid?"

He also said Costco has told him that he will receive a final site plan in the first week of December. If so, that would be in time to be on the planning commission agenda for its Dec. 19 meeting.
