He is accused of shooting and fatally wounding Mariah Wells, 22, of Newark, Ohio, on Wednesday. Another woman was shot in an eye and two more were shot at, police said.

Mr. Graves is being held in the Lucas County jail; he is scheduled for a Nov. 4 preliminary hearing.

Police have said that Ms. Wells, whose lungs were pierced by a single bullet, did not appear to be the intended target.

She was shot in front of Mr. Graves' mother's home at 658 Spring St.
