Toledo city ordinances require property owners to clear public sidewalks within 24 hours of a snow or ice storm, and forbid them or their contractors to dump snow or ice from their driveways or parking lots onto the public right-of-way.

Section 521.01 of the Toledo Municipal Code: “The occupants of each single residential, commercial, or industrial property and the owner of any multiple residential, commercial, or industrial property or of any unoccupied or unimproved property, abutting upon public walks shall clear the walk of snow, ice, dirt, or any other debris within twenty-four hours after such deposit.”

Section 743.17 of the Toledo Municipal Code: “Any person operating or maintaining any public, commercial, or private parking place shall keep the sidewalks surrounding such places free from dirt, ice, and snow, and other debris, and shall keep the sidewalks in safe condition for the travel of pedestrians. The owner and/or operator of any public parking place, commercial parking place, or private parking place shall not remove the natural accumulation of snow or ice thereon by shoveling, plowing, or otherwise removing such natural accumulation of snow and ice by depositing same upon the paved portion of the public right-of-way.”
