improvements, according to the Rev. Michael Billian, episcopal vicar of the Toledo Catholic Diocese. Bishop Leonard Blair closed St. Francis parish and designated the building as a chapel last year. A noon Mass is held Monday through Friday at the downtown church, which was built in 1841 as the first cathedral of the Toledo diocese.
