Judge Carr to speak at UT on ‘secret court’

Judge James Carr of U.S. District Court in Toledo, who served six years on the Foreign Intelligence Surveillance Court, will speak at noon today at the University of Toledo College of Law.

The free public lecture, titled “A Better Secret Court,” will be in the College of Law’s McQuade Law Auditorium.

Judge Carr was appointed to the federal bench in Toledo in 1994, and served on the FISA court from 2002 to 2008.

He has suggested in recent testimony before the Senate Judiciary Committee that Congress restore confidence in the court by authorizing its judges to appoint attorneys who would serve the public interest when novel legal issues arise.
