Inch-per-hour rains fall on Philippines for 2nd day, trapping people and shutting down capital
8/19/2013MANILA, Philippines — Some of the Philippines’ heaviest rains on record have fallen for a second day, turning roads into rivers and trapping people in their homes.
The government suspended all work again Tuesday except for rescues and disaster response.
At least three people have died, including a 5-year-old boy whose house was hit by a concrete wall that collapsed.
Floodwaters made most roads impassable throughout the sprawling, low-lying capital region of 12 million people. Social Welfare Secretary Corazon Soliman says 44 evacuation centers in Manila were filled with tens of thousands of people.
Two nights of heavy monsoon rains have been enhanced by Tropical Storm Trami. The storm was forecast to move away from the Philippines on Wednesday.
