■ Matthew Dills has been named executive vice president of talent management at Hylant, a privately owned insurance brokerage firm headquartered in Toledo. Mr. Dills was previously vice president of human relations at First Solar Inc.

■ Jeff Miller has joined Hylant as its Energy & Polymers Practice Leader. Mr. Miller was formerly the CEO for several polymer companies.

■ Matt Bucher, director of marketing for the Elizabeth Scott Community in Maumee, has been appointed to the five-member board of directors of the Ohio Centers for Assisted Living (OCAL), an affiliate of the Ohio Health Care Association.
