    City offices in Toledo, Sylvania, Perrysburg, Northwood, and Ottawa Hills are closed today in observance of Presidents Day. City offices in Maumee, Oregon, and Rossford are open, but Maumee and Oregon municipal courts are closed. State and federal offices are closed, as are most Lucas County offices, including auto title offices. Call licensing agencies for their hours. A list of select services follows:

    Throughout the month of February, schools, colleges, and organizations will gather to celebrate the history, culture, and heritage of black Americans. Enjoy the food, music, and movies of African-Americans or learn the history of slavery or listen to the famous words of noted civil rights leader Martin Luther King, Jr.
