A Rossford glass manufacturer was penalized by the Ohio EPA for failing to submit a risk management plan, authorities said.

Pilkington North America must pay a $15,150 civil penalty for failing to submit a timely emergency plan for its automotive glass manufacturing facility at 140 Dixie Hwy.

Federal law requires users of hazardous chemicals to submit a plan to respond to and minimize the risk of accidents.

The plan is due the same day the facility exceeds 2,500 pounds of titanium tetrachloride.

Pilkington did not submit its plan until 11 months after stocking two storage tanks with 1,500 pounds of the substance, the EPA said.
