Collins served the city his whole life, a policeman and politician and a person.

"I just did what I was supposed to do," Andra Crisp, of West Toledo, said about being one of two people who stopped to aid Mayor D. Michael Collins after he experienced cardiac arrest and crashed his car during the Sunday, February 1, 2015, snowstorm in Toledo. Mr. Crisp, who was on his way to the grocery store, helped deliver CPR on Mayor Collins until paramedics arrived. Until he was told by police, Mr. Crisp had no idea the man he'd help save was Toledo's mayor.
