Toledo City Council members Tuesday afternoon did not vote on tax and fee increases to help close a budget deficit.

Instead, council members referred the two measures to council's finance committee. They also voted 6-4 against Mayor Carty Finkbeiner's request to bill homeowners' fire insurance policies for calls.

Mayor Carty Finkbeiner on Monday demanded again that city council approve an increase to the city's monthly trash fee, approve collecting more income taxes from Toledoans who work outside the city, and suspend for 12 months contributions to the city employees' share into their state retirement pension system.

Mayor Finkbeiner also threatened additional layoffs if council does not vote on the measures.

"City council has had the administration's balanced budget plan for weeks," the mayor wrote to council Monday. "We still have a $20.8 million budget deficit."
