Ex-TCI inmate’s term extended by 10 months

A former inmate at Toledo Correctional Institution pleaded no contest Thursday to harassment with a bodily substance for throwing a cup of liquid that contained his semen on a corrections officer.

Lucas County Common Pleas Judge James Bates then found William Pennington, 21, guilty of the fifth-degree felony and sentenced him to 10 months in prison. Pennington, now an inmate at Southern Ohio Correctional Facility, is serving a life sentence with parole eligibility after 18 years for murder and aggravated robbery out of Hamilton County.

While his attorney, James Popil, asked for a concurrent sentence, Judge Bates ordered that the 10 months be served consecutive to his current sentence, saying that otherwise, the case would have no deterrent effect on prisoners. “Jail employees should not be subjected to this type of activity by inmates,” the judge told Pennington.
