ACHIEVEMENTS

■ Tracie L. Youngless has been promoted from senior manager to principal at William Vaughan Co., a Maumee accounting firm. She joined the firm in 1994.

■ Paul S. Siebenmorgen, president and chief executive officer of the Farmers and Merchants State Bank in Archbold, and Diane Hoops, president and CEO of the Corn City State Bank in Deshler, have been appointed to the Federal Reserve Bank of Cleveland’s Community Depository Institutions Advisory Council.

■ William T. Garbe has been named director of client relations at The Trust Co., a Toledo financial insitution. Mr. Garbe was previously vice president and treasury management sales manager with Fifth Third Bank.

■ Terry Thomas has been named chief financial officer for Sylvania’s Waterford Bank N.A. He was formerly a partner with Gilmore Jasion Mahler Ltd., a local accounting firm.
