HEALTH-CARE costs remain one of the greatest challenges facing American families, employers, and state governments. Prescription drug prices continue to strain household budgets, and pharmacy benefit managers, or PBMs, have become an increasingly important focus of reform efforts. Patients deserve affordable medications. Employers deserve a competitive marketplace. Pharmacies deserve a level playing field. And policymakers have a responsibility to ensure the system works as intended.
