	<title>Disabled day care to provide active engagement to individuals</title>

	<description>A day care facility for the developmentally disabled in Oregon will help keep individuals actively engaged throughout the day rather than sitting at home with little to do, its owners said. 
Licensed social workers Tonya Tooson and Arnethia Levy plan to open a building at 3545 Navarre Ave. to give up to five disabled people “a place to go.”&#160; 
“We would like to have people 18 years old and over with disabilities to go and enjoy their day,” Ms. Tooson said. 
In June, they went before the Oregon Planning Commission to seek a special use permit in a business zone.&#160; 
The vacant 2,200-square-foot, single story building was formerly an insurance company. 
Care facilities require Special Use Exemptions, said Building and Zoning Inspection Commissioner Steven Shrake. The application will go before Oregon City Council on July 27.&#160;&#160; 
The city’s project review committee, public service department, and the building and zoning department have no objections to the request, Mr. Shrake said. The planning commission recommended approval of the exemption with the following pre-conditions: 
● A site plan is submitted for review indicating a parking plan layout and accessible parking spaces. 
● Life safety and alteration plans, and issuance of a new certificate of occupancy for a change of occupancy complying with the 2024 Ohio existing building code. 
● The special use exemption will expire when ownership changes or is no longer used as a care facility. 
“A lot of people with disabilities who are at home, sitting around, can come out and enjoy each other. They’ll have lots of activities, play games, and watch movies,” Ms. Tooson said. “It will give them a chance to socialize with each other, a safe place for them to come and enjoy their lives, something to look forward to.” 
Clients will also be taken on field trips to places like the zoo, the art museum, and parks, Ms. Tooson said. 
“As licensed social workers, we can also help them with depression and anxiety,” she said. 
A continental breakfast and lunch will be provided. Transportation can be arranged for clients to be picked up, dropped off, and returned home, she said. Some will use a TARTA curb-to-curb bus service for people with disabilities. 
Eligible clients will have a diagnosis of higher functioning intellectual disabilities, like autism, she said.&#160;&#160; 
Two trained direct care providers will be on staff during service hours of 9 a.m. to 2:30 p.m. Ms. Tooson and Ms. Levy will attend a few times per week to oversee operations.&#160; 
Dr. John Evola, a dentist whose office is next door to the building, said at the planning commission meeting that he was concerned about the safety of his clients, particularly his older customers.&#160;&#160; 
“I’ve been there for 30 years,” he said. “It’s been a great area to run my business over the years. I have a lot of elderly patients, and my concern is for their safety. My son works with autistic individuals. I praise you for that. Is there some system you can put into play to assure that people don’t leave the building when they’re not supposed to?”&#160; 
Ms. Levy said the clients will not pose a threat if they leave the building. 
“That’s why we wanted to keep it small. I know we could have gone to 10 or 15, but we want to keep a close eye on the clients,” she said answering Dr. Evola during the meeting.&#160; 
“We can’t lock them in there, but we’ll have safety precautions in place,” she said. “Our staff will have a lot of training, and we work with their caregivers so we can notice if a client is getting antsy or things like that,” Ms. Levy said. We know how to de-escalate situations. We know their behaviors and triggers. We try to alleviate that before it escalates.” 
The building will be ADA compliant. Plans call for expanding an existing ramp, and enlarging the restroom to accommodate people in wheelchairs, she said. 
“We want to be prepared if we get clients with wheelchairs,” she said. “Other than that, the space is fine. We don’t need to do any structural changes.”</description>

	<description>Bill Miller, the district’s assistant superintendent of curriculum and instruction, will serve as Ottawa Hills schools’ interim superintendent after the Board of Education approved his appointment Thursday. 
Board President Kathy Lathrop said the contract is for one year and allows the board time to determine what its search process will be for a new superintendent. 
Mr. Miller’s contract runs from Aug. 3 through July 31, 2027. His salary is $158,000. 
“This is good timing for us,” Ms. Lathrop said during the special meeting. “Dr. Miller will be able to make plans for this year as well.” 
The board also accepted the resignation of Superintendent&#160; Adam Fineske, who has stepped down as superintendent effective Aug. 2. Mr. Fineske will serve as president and CEO of WGTE Public Media. 
“It is with sadness that we accept your resignation,” Ms. Lathrop said. “But you have an exciting opportunity. Thank you for all you have done for the district.” 
Mr. Fineske thanked the board for the last seven years. 
“We have had ups and downs in the past, but it is with a heavy heart and a lot more emotion than I thought that I had that I step down,” Mr. Fineske said. “I still have a son in high school, so I will continue to support the district all the way as a parent.” 
Mr. Miller said after the meeting “It feels great” to lead the district. 
“I would like to thank Dr. Fineske, who has been a great mentor to me,” Mr. Miller said. “My top priority is having a smooth transition for all involved. I want to pause and look at all of the great talent we have, improve ourselves internally, and work with the community.” 
Mr. Miller has been with the district since 2000, when he was hired as an English and reading teacher. He earned his PhD in curriculum and instruction from the University of Toledo in 2015. He was named director of curriculum and instruction in 2016. 
Mr. Miller acquired his superintendent’s license in 2020 and was named assistant superintendent in 2022. 
Mr. Miller said he will be working with the board; Tom Siloy, treasurer/CFO; and the community as the district heads into the next levy season. 
“We will begin talking about what a levy in 2027 might look like,” Mr. Miller said. “I plan on having community meetings and focus groups to discuss our options. We have to secure the district’s financial future.”</description>
