Ohio low, Michigan high in business study

Ohio ranks 38th and Michigan 10th, out of 50 states, in a new national study by the Small Business & Entrepreneurship Council.

The index measures taxes, regulatory and litigation burdens, and two dozen other factors, the group said yesterday.

Ranked highest were South Dakota and Nevada; lowest were New Jersey and the District of Columbia.

Ohio, which moved up from 40th last year, ranked low because of its high personal income, capital gains, and corporate income taxes, as well as the estate tax, high workers compensation costs, and a recent increase in government spending, the index found.
