COLUMBUS - Former federal Judge Richard B. McQuade, Jr., has been appointed by Gov. Bob Taft to a nine-year term of his own on the University of Toledo Board of Trustees.

Mr. McQuade of Swanton originally was appointed to the 11-member board nearly three years ago to complete the term of Charles Webb of Dublin, who resigned out of frustration amid internal university turmoil. Mr. McQuade's new term will last through July 1, 2012.

He graduated from the school of financial public relations at Northwestern University and earned his bachelor and law degrees from UT. He served as Fulton County Common Pleas judge and U.S. District Court judge in Toledo for three years in the 1980s before leaving to become president and chief operating officer of Blue Cross-Blue Shield of Ohio, a job he left in 1992.

Donovan T. Nichols of Sylvania, student body president, was appointed as a nonvoting student representative to the board until July 1, 2005. He replaces Megan Mamarella of Dover, whose term expired.

Mr. Taft also appointed H. Jay Salvage, executive director of Alcohol and Drug Addiction Services of Lucas County, and Robert B. Forney Jr., director of toxicology at the Medical College of Ohio in Toledo, to the governor's new Task Force on Impaired Driving. The 29-member task force is designed to work with the Department of Public Safety on ways to reduce intoxicated drivers.

The appointments will last through the remainder of this year.

Mr. Salvage earned his bachelor's degree from Bowling Green State University and a master's from Ohio State University. Mr. Forney earned his doctorate from Indiana University of School of Medicine.
