DETROIT City Council President Ken Cockrel Jr. says he is prepared to take over as Detroit mayor if Kwame Kilpatrick resigns or is forced out.

The city charter calls for the council president to become the mayor under those scenarios.

A judge will decide Tuesday morning if Gov. Jennifer Granholm can proceed with Kilpatrick s misconduct removal hearing on Wednesday.

Cockrel said in an interview Tuesday a special primary could be held within 90 days or in February with a general election in May.

He says he would take a surgical approach in deciding which Kilpatrick appointees to remove, but adds the city s finances are the most important issue.
