Man accused of sex offenses
4/16/2004A registered sexual predator who authorities said has a history of sex-related crimes was arraigned yesterday on eight sex offenses involving a 12-year-old boy.
John R. Frazier, 64, of 1001 Washington St., was charged with seven counts of rape and one count of gross sexual imposition.
He was being held in the Lucas County jail in lieu of $800,000 bond ordered at his arraignment in Toledo Municipal Court.
According to court records, Frazier is charged with assaults that occurred in July and August.
Most of the assaults allegedly occurred at the boy's East Manhattan Boulevard home. One incident allegedly took place at Frazier's residence. However, authorities said Frazier assaulted the boy about 60 times, with the first incidents starting about two months after they met four years ago.
Frazier met the boy and his family through a mutual friend. The boy's mother knew of Frazier's background, but it didn't bother her, Lucas County sheriff's Detective Ernie Lamb said.
Detective Lamb said Frazier baby-sat the family's children and took them places. Last year, law enforcement authorities and Lucas County Children Services investigated sex-abuse allegations involving Frazier, but the children made no disclosures they could act upon.
Last month, a sheriff's deputy assisted police at Maumee Bay State Park on a vehicle stop. Frazier and the 12-year-old boy were inside the vehicle.
The boy didn't tell authorities Frazier had committed any inappropriate acts, Detective Lamb said. The boy's mom called authorities this week and made a report. She said she talked with the boy, his older brother, and younger cousin, and they said they had been assaulted. The children then told authorities.
"For whatever reason, this time the kids disclosed [what happened] and he was [later] charged," Toledo police Sgt. George Kral said.
On Wednesday, Frazier called Detective Lamb and turned himself in. The detective said Frazier agreed with statements made by the 12-year-old boy, but said he didn't assault the other children.
Toledo police Sgt. George Kral said Frazier has convictions for sex-related crimes dating to the late 1960s. All the victims were people Frazier knew, Detective Lamb said.
