Toledo man in custody; charged in November kidnap, rape

A 38-year-old Toledo man remained in the Lucas County jail last night after he was charged earlier this week with rape and kidnapping charges in connection with a Nov. 9 incident.

Bond for Earl J. Draper, of 2021 North Detroit Ave., was set at $75,000 on each charge Thursday in Toledo Municipal Court.

According to court information, police believe Mr. Draper kidnapped and raped a 38-year-old woman in the 300 block of 22nd Street on Nov. 9.

Toledo police Sgt. Richard Murphy said Mr. Draper was in a halfway house in Dayton when Toledo police received DNA evidence that linked him to the crime.

Mr. Draper was arrested at the Greyhound bus station, 811 Jefferson Ave., Wednesday afternoon after police were alerted that he was on a bus returning to Toledo.

He is scheduled to return to court for a preliminary hearing on Thursday.
