    • Toledo Fire and Rescue Department Battalion Chief Dave Dauer, back left, swears in 13 newly promoted officers to the rank of lieutenant during a promotions ceremony at One Government Center in downtown Toledo. Seven officers, seated at left, were promoted to the rank of captain during Friday’s ceremony.
