Woman, 21, shot dead in Perrysburg Twp.

2 suspects sought; victim had 6-month-old

Perrysburg Township police are searching for the suspects in Sunday morning's fatal shooting of a young woman.

Leandra Dominique Frankum, 21, was found shot inside a home at 25864 Broad St. between Wilson and Jefferson streets early Sunday morning.

Ms. Frankum, mother of a 6-month-old girl, was pronounced dead at the scene, authorities said.

Police have identified Toledoan Jose Antonio Moya, Jr., 23, as the suspect.

Crime-scene tape surrounds the residence in Perrysburg Township where Leandra Dominique Frankum Frankum was killed.

Raul Moya, 18, also of Toledo, is being sought for obstruction of justice.

"We do not have anything further on the suspects at this time," Detective Todd Curtis of Perrysburg Township Police said Sunday afternoon. "We are diligently working to locate them and get them in custody."

The homicide, the 27th in the Toledo metro area this year, took place about 1:20 a.m., police said, in an area commonly known as Perrysburg Heights.

Neighbors of Ms. Frankum identified the crime scene as a neighborhood "party house."

William Quaintance, a resident of Wilson Street, said he heard police crews arrive on Broad Street shortly after 1 a.m. Sunday, followed by the arrival of the SWAT team between 3 and 4 a.m.

Mr. Quaintance said a party had taken place at the residence Saturday night.

"[The residents] were always out and about," he said. "They have a lot of relatives in this area, and they're very social."

Mr. Quaintance said he has lived on Wilson Street for 10 years, and he has seen many incidents in Perrysburg Heights, but never at the home where the shooting occurred.

Relatives of Ms. Frankum described Jose Moya as her "on-and- off" boyfriend for the past few years and the father of her child.

The victim's grandmother Rita Oviedo said Jose Moya sometimes stayed with Ms. Frankum when they were together or to baby-sit their daughter.

Ms. Frankum had recently ended their relationship, Ms. Oviedo said.

Ms. Frankum's daughter was staying overnight with the victim's mother in Holland and was not present when the shooting occurred, Ms. Oviedo said.

Tina Rodriguez, a cousin of the victim, said Ms. Frankum had worked as a delivery driver for Marco's Pizza on Woodville Road for the last three years and was proud of her work.

"I ordered from her two times a week to try to help her out," Ms. Rodriguez said. "She'd come in and sit down and tell me how she was doing."

Ms. Rodriguez said the entire family was proud of the victim for how well her life had been going recently.

"I saw how she was doing so good," Ms. Oviedo agreed. "I was just so proud of her, you know. She was so happy."

Ms. Oviedo said she saw her granddaughter shortly before she was killed.

Ms. Oviedo said she spent Saturday night at a cookout on Lincoln Street and was walking home with another granddaughter about 11:45 p.m. when Ms. Frankum, who had been working, pulled up alongside the pair.

"She said, 'Grandma, what are you doing walking out here?' " said Ms. Oviedo, adding that she got into Ms. Frankum's car for a ride home.

"She was always so concerned about me. She was the type of person that I could call her anytime and she would come, or you could go to her with anything."

Ms. Oviedo said that when Ms. Frankum dropped her off, she attempted to persuade her granddaughter to spend the night at her house.

Her granddaughter declined, however, because Ms. Frankum's mother was taking care of her daughter for the night.

" 'I want to take advantage of it and sleep in,' she said with a smile," Ms. Oviedo said. "She always talked with a smile."

Detective Curtis said Jose Moya has been charged with several violent offenses, including felonious assault, and had served about three years in prison.

Raul Moya has charges -- aggravated menacing, falsification, and resisting arrest -- pending in Perrysburg Municipal Court, according to information on the court's Web site.

Those charges, unrelated to the Sunday shooting, were filed recently.

Relatives and friends gathered in Perrysburg Heights on Sunday night for a vigil in honor of Ms. Frankum.

The last murder in Perrysburg Township occurred in the same area as the weekend death. Daniel Prater, 49, was charged with the April 19, 2009 death of Henrietta Foster, 57. Ms. Foster, who was described as Prater's on-and-off girlfriend, was killed in her home. Authorities at the time said she died from "asphyxia due to compression of the neck" and blunt force injuries.

Prater later committed suicide by hanging himself with a bedsheet in the Wood County jail.
