Toledo police have issued an arrest warrant for a Toledo man accused of trying to steal a disabled woman’s service dog as she rode a bus this month.

Quincy T. Mathews, Jr., 20, is charged with robbery. Police say that while getting off a Toledo Area Regional Transit Authority bus on July 15, Mr. Mathews stepped over the dog and then turned around and attempted to yank the leash from its owner, Arrica Okenka, who has cerebral palsy, the warrant states.

The assistance dog, a 5-year-old golden retriever named Ingrid, is valued at $20,000, the warrant states.

Mr. Mathews’ last known address is 2406 Rockspring Rd. and he is about 6 feet, 2 inches tall and 295 pounds, authorities say. He got off the bus at West Bancroft Street and Upton Avenue.
