A man with a blood-alcohol level nearly four times the legal limit was arrested after a traffic stop in North Toledo early today.

Mark Milliken, 37, of 16 W. Weber St., is charged with obstructing official business, operating a vehicle while intoxicated, not wearing a seatbelt, and not using a turn signal. He was released from the Lucas County jail today but is to appear in Toledo Municipal Court on Wednesday.

Police pulled over Mr. Milliken on Weber, near Cottage Avenue, at 12:18 a.m., according to traffic citations and court records. Once stopped, Mr. Milliken took a breath-test and registered a 0.314 blood-alcohol level, police said.

During the arrest, Mr. Millken reportedly refused to put his hands behind his back and did not want to get into the police car, officers said.
