Toledo City Council candidate Bob Vasquez yesterday became the first in the council at-large race to file his candidacy petitions for the Nov. 7 election.

Mr. Vasquez, 53, who lives in South Toledo, is seeking the seat vacated by former Democratic Councilman Bob McCloskey, who resigned amid a bribery scandal in May.

Mr. Vasquez, an unendorsed Democrat, ran unsuccessfully for council last year. He filed 494 signatures and paid the $45 filing fee, said Jill Kelly, Lucas County elections director.

The deadline to file petitions is Sept. 8, and candidates must have 250 signatures of registered Toledo voters.

Mr. Vasquez said he would emphasize ethics, leadership, and supporting basic city services as well as education, primarily Toledo Public Schools.

Also running are:

• Lourdes Santiago, the endorsed Democrat and the appointed interim councilman.

• Unendorsed Democrat Joe McNamara.

• Endorsed Republican Dave Schulz.
