BOWLING GREEN Wood County Commissioner James Carter yesterday was officially declared the winner in the Nov. 4 commissioner election.
A recount necessitated by a close race on election night did not change the outcome by a single vote, elections officials said.
Mr. Carter, a Republican, beat Democrat Joel Kuhlman 29,334 to 29,125.
On Wednesday and into yesterday, election workers hand-counted 2,961 votes about 5 percent of the total votes cast in the race and found no discrepancies. All votes then were recounted by machine.
