The Lucas County Board of Elections is delayed in releasing the last almost 7 percent of its voter ballots, as they sort through unreadable ballots finish scanning the last of 22 precincts that were trickling in late.

Elections workers said at 1:45 a.m. that they had to transfer votes from stacks of paper ballots that could not be read to other paper ballots before they could be scanned. They estimated it would take at least an hour to finish.

Some races without the last reporting precincts were extremely close, including levies for the Lucas County Mental Health and Recovery Board that was up 1 percent, and Imagination Station, which was down about 0.5 percent.
