Toledo's Chapple to head Dann's office

COLUMBUS - Marc Dann, Ohio's attorney general-elect, yesterday named three of his administration's top staff members, including Joyce Chapple of Toledo as chief operating officer.

Ms. Chapple will direct human resources and information technology and oversee the office's budget and fiscal operations, according to a statement from Mr. Dann's transition office. She was director of human resources for the city of Toledo in Mayor Jack Ford's administration from 2002 through 2005. In the late 1970s, she was Toledo's commissioner of human resources for two years.

Ms. Chapple was director of natural resources for the city from 1979 to 1983, when she was selected by Gov. Richard Celeste to head the Ohio Department of Aging.

She was a senior manager for what is now Ernst & Young in Columbus from 1988 to 1990.

She was acting director of the Toledo Department of Health and Environment from 1990 to 1992, and was dean of business and public service technologies at Owens Community College in 1992 and 1993.

She was a vice president of Advantage Enterprises in Toledo from 1993 to 1996, after which she was a partner in a business start-up in Sylvania for two years.

She was at the University of Toledo from 1998 to 2002 as director of human resources and of marketing and programming.

A Cincinnati native, she received bachelor's and master's degrees from UT. She was hired by the city of Toledo in 1972 as an evaluation technician for social-service programs.

Also appointed were Thomas R. Winters, a partner in the Columbus office of a law firm, as first assistant attorney general, and Brian Laliberte, an associate in a Columbus law office, as deputy first assistant attorney general.

"I am pleased and humbled that these highly talented individuals have agreed to join me in serving the people of the state of Ohio," Mr. Dann said in a statement. "Each of them shares my commitment to upholding the highest ethical standards and to operating this office in the most effective, efficient, and professional manner possible."

Mr. Dann defeated Auditor Betty Montgomery in her bid to return to the attorney general's office. He succeeds Jim Petro.
