Quilter named to Ohio historical records advisory board

COLUMBUS - Lucas County Clerk of Courts Bernie Quilter has been appointed to a three-year term on the Ohio Historical Records Advisory Board, one of several appointments involving northwest Ohioans announced by Gov. Ted Strickland.

The board advises the state historical society on matters related to preservation of significant historical records.

Mr. Quilter, a former Oregon City Council president, has served as clerk of courts since 1999 and is a member of the Ohio Clerk of Courts Association. He earned a bachelor's degree from the University of Toledo in 1991.

Other area appointments included:

•Lewis Ellis, of Toledo, to the Housing Trust Fund Advisory Committee. The committee assists the Department of Development and the Housing Finance Agency in identifying the housing needs and priorities of the state.

Mr. Ellis has been executive director for Preferred Properties, Inc. since 1992 and was director of development and operations for Lucas Metropolitan Housing from 1979 to 1992. He earned a bachelor's degree from North Carolina Central University in 1971 and a master's in urban planning and geography from UT in 1973.

•T. Casey Stephens, commissioner of environmental services for Toledo since 2006, to the Environmental Education Council. The council provides leadership and resources for environmental education throughout Ohio.

Mr. Stephens served as project manager for the city from 1998 to 2005 and is currently a member of the Ohio Environmental Protection Agency Director's Voluntary Action Program Multidisciplinary Board. He received a bachelor's degree in 1980 and a master's in geology in 1984, both from UT.

•William Ommert, Huron County Emergency Management Agency director and Local Emergency Planning Commission coordinator since 1991, to the state Emergency Response Commission. The commission works to improve statewide preparedness and response to emergencies and promote public awareness of potential hazards.

He earned a bachelor's degree from Bowling Green State University in 1964.
