John McLaughlin has been named vice president of finance at the new casino. He has been an independent gaming industry consultant the last three years and until 2008 was president of Centaur, Inc., an Indianapolis-based gaming company.

Penn National said Jason Birney will become vice president of marketing at the Toledo operation after serving as marketing director at Penn’s Hollywood Slots casino in Bangor, Maine.
