Plan board doesn't endorse Monclova Twp. development

The Toledo-Lucas County plan commissions yesterday recommended rejection of a proposed housing development at Albon Road between Maumee-Western and Salisbury roads in Monclova Township.

The developer, Rick Prokup of North Creek Development, sought to change the zoning of the 127-acre parcel from agricultural to suburban residential.

Mr. Prokup plans a development of 254 residential lots, a community park, and an open-space network that might become a walkway system.

Harry Barlos, a Lucas County commissioner, said his position against approving the zoning change was not directed against the development, but involved a concern for long-range planning in the area.

He said Maumee-Western may become a major east-west artery and will require widening. If that occurs, it may be necessary for Albon to be widened if its north-south route becomes more heavily traveled.

Mr. Barlos said if the development is approved, it won't be long before more developments in the area are proposed.

“This is a long-range planning issue,” he said.

Jerome Parker, an attorney representing the developer, argued that the development fits the land-use plan of Monclova Township, and the future use of Maumee-Western was taken into consideration when the developer included only one street connecting with that road from the site.

The commission tied 4-4 on the proposal, but Stephen Herwatt, secretary of the commissions, said that's considered a recommendation against approval. Monclova officials will make the final decision.
