Owner surrenders dog in suspected cruelty case

TIFFIN - A black Labrador that may have been dragged behind a car earlier this week has been surrendered by its owner to the Seneca County Humane Society.

The animal named Blackie eventually will be available for adoption, said Barb Phlegar, director of the humane society. Meanwhile, Ms. Phlegar has forwarded an incident report to the city prosecutor, who will determine whether animal cruelty charges should be filed.

On Monday, the Seneca County sheriff's department received a call about an animal being dragged by a chain. When a deputy went to investigate, the owner said he couldn't get his dog to stay in the vehicle so he dragged it about 200 yards before letting it go free.

Blackie later returned home, but the owner relinquished it to the humane society.
