Civil service panel to hear appeal of Fostoria chief

FOSTORIA - The city's civil service commission has scheduled a tentative hearing for Oct. 18 to discuss an appeal filed by police Chief Dennis Day, who was suspended for 15 days.

Chief Day began serving his unpaid suspension Sept. 19 on administrative charges related to allegations that he stalked his estranged wife. At the time of the suspension, the chief's attorney, Dean Henry, said he would appeal the decision.

Safety-Service Director Ralph Wise decided on the suspension after a predisciplinary hearing Aug. 29 and a disciplinary hearing Sept. 7 with Bernard Bogan of Clemans, Nelson & Associates, the city's management consultant.

The suspension, which runs through Oct. 9, is the second time this year that Chief Day has been on leave from the department because of the stalking allegations. In early May, he was on paid administrative leave for nine weeks during a criminal investigation of the allegations. A special prosecutor decided not to file criminal charges.
