BOWLING GREEN — A local woman was accused of operating a day care out of her home without the proper licenses.

The Ohio Department of Job and Family Services filed a complaint for permanent injunction in Wood County Common Pleas Court yesterday asking that Debra Rowe be prohibited from operating a child day-care center until she obtains a license. The agency also asked that the Bowling Green woman be fined.

According to the complaint, Ms. Rowe was in charge of several children at her West Gypsy Road address when state officials made unannounced visits.

Each time she had more than 13 children at her home, which is the maximum allowed in a permanent residence before permits are required.
