Manager's resignation in Litchfield expedited

LITCHFIELD, Mich. — A week after City Manager Dennis Stark submitted his resignation to city council members, the council voted to make it effective immediately.

Council members agreed Monday to pay Mr. Stark for his accumulated vacation and sick days and told him to leave the post he has held for the past three years. Mr. Stark had planned on working through the end of the month.

Mr. Stark told council members Nov. 4 that he had accepted the job as city manager of Charlotte, Mich., near Lansing, and was to start Dec. 1.

Mr. Stark is leaving a politically charged situation. He's been accused by Mayor Harvey Keast of dealing ineffectively with people. Mayor Keast is the target of a recall vote set for Jan. 6.
