Raymond Lay of Monroe checks the tie-down netting on his boat at the Halfway Creek access site. Somewhat of an amateur inventor, Mr. Lay says the netting is his own innovation, explaining that it does not flap the way canvas does. He had just pulled in his boat yesterday from duck hunting but said he didn t even manage to get off a shot.
