MONROE - Monroe City Council voted during a special meeting yesterday to ask Debbie Manns to become its next city manager, acting City Manager Don Link said last night.

Council voted 5-2 to extend the offer to Ms. Manns, the former city administrator of Southgate, Mich., pending a background check and the negotiation of a contract.

Mayor John Iacoangeli and Councilmen Linda Compora, Dorothy Edwards, Jean Guyor, and James Sabo voted for Ms. Manns. Councilmen Bill Burkett and Suzanne Wetzel voted no.

Ms. Manns, 41, has also been a development director for Wayne, Mich.

Mr. Link said council's personnel committee will work out a contract with Ms. Manns but that no date has been set for those negotiations to begin.

Other candidates were David Frasher, the city administrator of Ashland, Wis., and William Craig, planning and development director of Springfield, Ohio.
