Toledo's repaving list targets the worst

Many Toledo streets that Blade readers nominated in response to a mid-February query about rough pavement are on a list that city officials unveiled yesterday, two weeks after Mayor Jack Ford announced plans to boost this year's street-repair budget by borrowing $8 million.

Among 27 1/2 miles of streets to be resurfaced this year with the extra money are pothole-plagued stretches of Glendale Avenue, Airport Highway, Cherry Street, Jefferson Avenue, Bancroft Street, Collingwood Boulevard, Detroit Avenue, and Navarre Avenue.

Parts of another 37.4 miles will be "reconditioned," meaning that partial repairs will be made. Those projects will range from 0.14 miles of Berdan Avenue near I-75 and 0.15 miles of Sherwood Avenue east of Detroit to more than a mile each of Front Street, Tremainsville Road, and Nebraska Avenue.

"These are mostly high traffic streets that did not have federal or state funding in the pipeline," Bill Franklin, the city's assistant chief operating officer, said yesterday. "We did look at the citizen surveys, and they did confirm a lot of what we knew."

City officials already had planned, or even started, rebuilding parts of Byrne Road, Dorr Street, and Monroe Street that drew multiple complaints when The Blade asked its readers three weeks ago to name Toledo's worst streets.

Overall, more than 98 miles of Toledo streets will be either repaved or repaired, more than triple the city's recent norm.

"It's going to be a very ambitious summer," said Bob Stevenson, the city's public utilities director.

Thirty-five miles of curbless streets will receive seal coatings, while cracks will be sealed on 30 lane-miles of streets, officials said. Some of the latter work began last week with crack sealing on the Anthony Wayne Trail.

The "reconditioning" program is a new tactic that city officials have adopted to stem the decay of pavement that is starting to show its age or, in the case of Front Street, needs a bandage beyond pothole patching to carry it through until future reconstruction occurs.

Front is scheduled for a $3.4 million overhaul in fiscal 2009, once construction traffic for the Marina District project and truck detours associated with the new I-280 Maumee River bridge are gone.

After the interim repairs, to be made this spring, "there'll be cracks still there, but it'll ride better," Mr. Franklin said. Putting down "real nice pavement" this spring just to have it pounded by heavy trucks while I-280 is closed in North Toledo this summer and fall would be a waste, he said.

Work on Front Street will start the earliest, Mr. Franklin said, so that it can be finished by late May. Other contracts should be awarded by late spring, with work starting on many streets in June.

The city will borrow the $8 million for the street work against 10 years of its future allocations from the state motor fuels tax.
