Attorney: Man whose death sentence was overturned will take plea deal, return to Scotland

(Posted at 12:04p.m.) OTTAWA, Ohio Former death row inmate Kenneth Richey is scheduled to plead no contest Thursday to reduced charges for causing the death of a 2-year-old Columbus Grove girl back in 1986, his attorney said. Richey, 43, a U.S.-British citizen, is expected to plead no contest to attempted involuntary manslaughter, child endangerment, and breaking and entering. In exchange for his pleas, prosecutors will dismiss the aggravated murder and aggravated arson charges he had faced, and he will be released Thursday, said his Boston attorney Kenneth Parsigian.

WASHINGTON Thick black smoke billowed from windows of the Executive Office Building on the White House compound on Wednesday. A fire appeared to be centered on the second floor of the building, which houses staff of the White House, National Security Council and other presidential agencies.

The 90-day moratorium issued by the Public Utilities Commission of Ohio was inspired by the Nov. 28 deaths of four members of a West Toledo family in a candle-ignited fire that started hours after Toledo Edison shut off their power.
