The National Weather Service reported temperatures in the Toledo area dropped to five degrees with a wind chill ducking to -11 degrees. Bob said he takes the dogs for a walk every day, no matter the weather. Within a block of their home Raith, who was wearing a sweater, needed a lift off the frozen ground. "It's horrible," he said of the cold temperatures, before adding, "but Ginger could be out here all day."
