A Lucas County EMS Life Squad responds to a mock IED explosion. The Lucas County Emergency Management Agency, in coordination with the Local Emergency Planning Committee, hosted a full scale homeland security exercise at three locations. The exercise, named the Black Swamp Security Exercise, engaged local hazardous materials (HAZMAT), explosive ordinance disposal (Bomb Squad), special weapons, and tactics (SWAT), mass casualty, and interoperable communications capabilities.
