Residents of Alpha Towers Struggle with Elevators

Residents at Toledo's Alpha Towers have complained the elevators in the building haven't worked correctly in years. Currently the building, which includes Section 8 housing, employs temporary workers to manually operate the one of two elevators that continue to function. The workers, however, are not present at all times, leaving some residents stranded.
