City plans to begin Trail work in August

Judy Ramirez has a one-word prediction for what will happen when the Anthony Wayne Trail is resurfaced this year: “Chaos.”

But while the customer service representative at the South Toledo YMCA on Woodsdale Park Drive is not eager to dodge orange barrels to get to work, she sees the benefit.

“If it's going to make the road better, I'm all for it,” Ms. Ramirez said yesterday. City officials just have to hope a lot of motorists share that sentiment.

Beginning probably in early August, a city contractor will repave the Trail from City Park Avenue to the Maumee border at the Ohio Turnpike. At 7 1/2 miles in each direction, the project accounts for nearly half the 32.4 miles of street resurfacing the division of engineering services plans to complete this year.

Kent Gardam, the city's manager of transportation engineering, said yesterday that it is too early to know whether the project will require full-time lane closings on the Trail.

The work, funded in the city budget for the fiscal year that starts July 1, will take several months to complete, he said.

Other major streets in this year's repair program include:

  • Holland-Sylvania Road between Hill Avenue and Angola Road.

  • Tremainsville Road between Laskey and Alexis roads.

  • Upton Avenue between Bancroft and Monroe streets.

  • Summit Street between Detwiler Park and the CSX railroad.

  • Collingwood Boulevard between Dorr Street and Pinewood Avenue.

  • Dorr between Secor and Douglas roads.

  • Monroe between Michigan Street and Collingwood.

    The Dorr and Monroe projects are expected to continue into next year, Mr. Gardam said. A widening project on Lewis Avenue between Alexis Road and the Michigan line that began last year is expected to end this spring.

    Repaving the Anthony Wayne Trail will be 80 percent funded by the state's urban paving fund, because the road is part of State Rt. 25.

    The city's $1.22 million share of the $3.29 million project is slightly higher than 20 percent because the city must pay for curbs, landscaping, and other nonpavement work, Mr. Gardham said.

    The Trail's old pavement will be ground off and new asphalt will be put down, the engineering manager said.

    The estimated cost of the complete street program is $25.05 million, of which $11.09 million is budgeted from the city's capital improvement program.

    Most of the rest is from state or federal grants, although about $500,000 is associated with underground water or sewer work and funded by the Department of Public Utilities, Mr. Gardham said.

    While a large share of the past two years' city street programs has been concentrated around the expanded DaimlerChrysler Jeep assembly plant in North Toledo, this year's list is scattered more widely across the city.

    “There certainly are lots of opportunities out there for work that needs to be done,” Mr. Gardam said. “Unfortunately, we can't do everything everybody wants in a given year.”
