Joe A. Smith, Jr., charged with one count of aggravated vehicular homicide in the deaths of an 8-year-old girl and her grandmother, reflects during his arraignment in Toledo Municipal Court. Mr. Smith, 33, of 317 Heathshire Dr., appeared yesterday before Judge Arlene Singer, who ordered him held in the Lucas County jail in lieu of $50,000 bond. Police said more charges are pending. Angeleina Andino, 57, and her granddaughter, Vivian Sierra, both of Ambia Street, died after they were hit by a car while crossing Detroit Avenue about 6 p.m. Saturday. Mr. Smith, who was driving with a suspended license, told police he was coming from a Christmas party. His blood-alcohol content was 0.211, more than twice the legal limit, police traffic Lt. Louis Borucki said.
