Toledo has last tentative union pact

The Finkbeiner administration reached a tentative agreement with the Toledo Police Command Officers' Association, the final public safety union with which the city has been attempting to ink a new contract this year.

Mayor Carty Finkbeiner and union President Terry Stewart said details of the package would not be released until ratification by union members and approval by Toledo City Council.

The 136-member union is comprised of officers with the rank of sergeant and above. The previous contract with the bargaining unit expired Dec. 31.

Council approved a new three-year contract last month with Toledo Firefighters Local 92 and with the Toledo Police Patrolman's Association.

In addition to givebacks on pension benefits and creating a two-tier system for recruits, those pacts freeze wages through 2009 and 2010 but grant a 3.5 percent pay raise starting Jan. 1, 2011.

The Finkbeiner administration agreed in the contracts to pay a 2 percent lump-sum bonus in April, 2010, if the city's 2009 income tax receipts exceed $148 million; 4.5 percent if the collections exceed $150 million; 7 percent if taxes rise above $152.5 million, and 9 percent if collections exceed $155 million.

The city predicts that 2009 income tax collections will be $145 million.
